Chitus Plum and Decanter Spiritus, WTH is Fairgraves?

Ok, I found both the decanter and the plum, have gone through the docks three times and still no Fairgraves, what gives????

Judging by another thread there might be a bug that prevents one from finishing that quest if plum and/or decanter are picked up before speaking to fairgraves.

Then I have the bug as well. I've been through the perimeter of the docks at least five times looking for him with both map on and off and so far no luck. I searched for him before getting the decanter, nada, read a post on the quest, grabbed the decanter and came back to docks, still nothing.

not a bug.
