how do you unlock scion?

my friend and i are a bit confused. i know the scion is out at release in just over a day. i forgot if people who have been playing and done maps etc still need to meet some requirements or do players with a certain amount of experience (through character levels) already have it unlocked?

You must have beaten Normal difficulty.

iirc you need to get to act3 on normal or something like that.
