For all intended purposes, he could ask for 2 ex for his 20 whetstone and nobody would give him a second glance ...
Bottom line is: asking for more =/= the value is more. When you find someone willing to sell 1 chaos for 20 whetstones, point him my way and I`ll sell him 12 vaults full of them which I got for 2 stack / fusing. Until then ... keep trying, gambatte!

TL;DR -- BearCares is right. A chaos goes for at least 3-4 stacks and even more for bulk sales.
