Power charges, how do?

Hello.

So, I'm attempting my 2nd build for the witch, as my first was rather balls (like most 1st attempts). The basic jist of it is a stupid amount of minions with stupid amounts of health + minion instability, acting as distractions while I sit back and use all manner of ice spells to keep them frozen solid.

It's not a cookie cutter build, as I like to try and figure things out on my own. However, in my first build I never even knew what power charges were, and in this build, I'm trying to incorporate them. This is where I need help.

As I understand it, the two main ways to generate power charges are to use power siphon, or the gem that generates them on crit.

Power siphon early on seems like an easy way to get charges, however I realize as I level, the damage it does quickly drops. So, obviously, I want to try and raise my crit chance as high as I can in order to semi-reliably generate power charges (which in turn, generate more crit, etc). Also, because power siphon is technically an attack, I need to raise my accuracy rating as I level in order As well, I'm attempting to link the generate power charge gem to higher crit spells such as ice spear and freezing pulse, etc, or spells that can hit many enemies at once.

tl;dr:

1. B/c power siphon is an attack, does it require increased accuracy rating in order to be viable late game? (damage aside) Or does it always hit its mark like a spell?
2. Besides skills like "Mean Streak", etc, what are some other ways to boost my crit rates?
3. Am I going about this all wrong? Is there another way entirely to generate power charges somewhat reliably?

Suggestions, thoughts, etc are welcome. I tried doing a bit of research, but it seems this is a gray area for most people, given the rapidly changing state of the game atm.

Thanks guys!

If you freeze your enemies when they die you won't be able to use them for summons. Advise is to go a different element and if I had to choose between fire ball and lightning i would take spork totem and arc skill to use yourself (because it is like fist of the heavens in d2, autotarget and authit, making the mess of minions on your screen a non issue. Also you could give your minions added lightning dmg so they have a chance to spark the enemies probably, then use ele prolif yourself to spread the spark stacks around.

Note: this is coming from an ice witch. I prefer ice to summons myself, but summons seem to be your key focus.

1. Yes requires accuracy as far as I know, though you could go for a build without crit a resolute technique to not have to worry about misses, or use additional accuracy support gem.
2. crit rate is taken from your passive tree and items. For items for a lot of crit you can use a divinarius, and an ephemeral edge to start out at lower levels. Ways to boost your crit rate besides gear is investing in crit chance nodes on your tree.
3. see my above post, as far as power charges: Voll's protector holy chainmail, or power charge on critical support gem.
For what you want to accomplish, using ice spear-power charge on crit-elemental prolif-lmp/gmp is probably your best bet. The second form of ice spear has a 600% increased crit chance.

Power siphon can be very powerful, but it requires a build pretty much dedicated to it since it is an attack and is extremely gear dependent. Voll's Protector would allow you to pick up a power charge per critical hit without needing the support gem (in practice, one or two GMP ice spears would max your power charges), but Voll's is a terrible late game defensive chest so you have to weigh that against the ease of power charge generation.
All right, thanks for the ideas, folks.

I considered the fact that smashed pieces of ice can't be used for summons, but honestly I've yet to find it to be an issue. However, I imagine as my crit rate increases, it probably will.

If that happens, I'll either start a new build using another element, or simply invest in a non-ice attack that I can fall back on if I reallllly need to scrounge up some zombies. However, skeletons usually provide enough of a distraction or create some bodies if my back's against the wall.
