Does Kaoms Heart drop as a normal item, then you chance it?

I keep reading about people chancing Kaoms Heart. Does it drop as a normal glorious plate, then use a chance orb on it to possibly get a Kaoms Heart?

Yeah, thats exactly how Orb of Chance works (with a very small chance for unique of course).

I always thought uniques dropped as uniques, did not know you could chance a normal into a unique. So what normals should you chance?

At what level do you have a chance at Kaoms Heart?
