level requirements for currency trade

Hello. Today I tried to trade some currency with another player, and couldn't. The reason was, I have reached 25 lvl on 1 character, and the wording was a bit ambiguous, so I wanted to clarify:

1) How many characters of lvl 25 do I need to be able to trade currency, one or two?

2) If I fulfill the requirement above, will I be able to trade currency on other characters, which are of lower than 25 level?

I just wish there were some information about this restriction given earlier, so I wouldn't waste my time and the time of a person, who wanted to trade with me :(

You should only need 1 character over level 25 to be able to trade currency if i read it correctly.
