Stuck at 99%

I'm posting this here beceause its been two hours since my last thread and only 9 people have looked at it on the support forums. Maybe someone will look at it here...
I decided to give this game a try but I can't even get past the downloading client. I've tried to install the game twice and each time I get stuck at 99%. When I exit and reenter it tells me that 15.56kb are remaining. My speed is also 0b/sec... So did I just waste 10$ can someone help? Also the first time I installed I received a timeout error. I forgot to take note of it because I didn't think it would be a problem... Last bumped on Aug 13, 2016, 2:26:38 PM

Try installing the client using safe mode with networking.

I tried safe mode with networking as well as disabling all of my firewalls. I was really excited to start playing too. This is the error in question.

This is usually caused by a firewall or virus scan preventing the download of the last file, or an ISP preventing the transfer of the file. The easiest way to get around the problem is downloading the game on another connection, and copying it over, if this is the case.
