how do you move your action bar abilities around?

For example, if I don't want to go into keybindings, is there a way that I can drag the ability that is bound to right click and drop it on the slot that is assigned to R?

I can't help but think it must be in the game but I can't find it. And there is just barely enough of a nagging thought that "well, this is beta so they may not have gotten around to it yet" to prevent me from looking for it any longer.

Click on the ability you want to change and all of the available skills that you have equipped into nodes will be displayed directly above the skill bar.

From there all you have to do is click on the skill you want to replace.

Though the other day I wanted to replace my skill that's on the left mouse button and I couldn't use my mouse afterwords so that might be a bug or it could just be me lacking intelligence late at night.
