Idea: Iron Reflexes: DEX no longer grants EVA bonus

As I understand it, currently, evasion on armor has been scaled back because Iron Reflexes allowed characters to become too strong.
Most keystones involve a drawback; all IR does at the moment is remove evade chance, which nobody using IR really misses right now anyways. If taking IR causes DEX to no longer grant EVA bonus, this allows evasion tanks to become more viable through some careful scaling of eva armors and possibly increased eva bonus from DEX. The intention here is to keep IR as viable as it is currently (maybe nerfed a bit), but actually give players a viable alternative to IR. Thoughts? Need game info?
