How often do vendors change what they sell?

I know that after every level, what's available from the NPCs changes. I think after every quest, they change as well.

Are there any other situations that cause the vendors to cycle?

nope it is just every level, which is personally a really bad way of making a vendor system. It should change every back to once per day so higher levels dont get punished. Once you are past level 70 or so, you don't see them change for very long periods of time. It is sad.

I'm pretty sure they reset after level up only.
IIRC back in CB they used to reset after 24h too, but they removed that in OB.

They've never reset after 24 hours.

In addition to level, they reset when the server gets restarted, which just happened to be fairly common at the start of OB. You'll still see it happen every patch.

The thing GGG wants to avoid is people leveling characters up to some level and then farming their vendors every day, notably for 6s items after level 50. Worse yet, scanning the shops is heavily automatable.

if you buy all the stuff they have, do they refill?

You don't have to buy everything, as long as you buy something, that spot gets refilled the next time you look in their shop. Everything else remains unchanged though.

Just checked and this is not correct, it just gets rearranged.

The spot doesnt get filled with a new item, its still the same items, it just rearranges whatever inventory it still has.

I would rather the shops refresh every 24 hours or so. Having the same items at a vendor for days is pointless. If you didn't buy it the first time, you won't buy it a second time. D2 had many people vendor botting, but that was because the system was massively abuse-able. Having timed resets is hardly abuse-able, especially if we are talking 5+ hours.
