Weapon set 2 troubles

I'm running 2 staffs for buff purposes. Whenever I place a staff in weapon set 1, the staff in weapon set 2 turns red and says "you cannot use this item. It's stats will be ignored". I have all stat requirements met and it only goes red when I place a staff in weapon set 1. Can anybody help me? I"m losing my mind trying to figure this out.

Same socketables on both staves maybe? Most are limited to 1
