Phrecia 2.0 Bath House ACT 8 not spawning monsters. Can't unlock hideout.

Title.
Keep resetting instance and nothing.
Can't spawn normal monsters.
Boss monsters and ascendancy related monsters still spawn.
I believe this causes the hideout monsters to not spawn, making it impossible to unlock the luxurious hideout.

Is this part of a micro-transaction i don't know of?
