Horned Scarab of Nemeses is still bugged

Horned Scarab of Nemeses has been bugged since day 1 of Keepers of The Flame. This can easily be tested by going into Fortress with 140% more scarabs, kill a 6-modded ghosted rare and compare scarab drops to barrels/magic monsters.
