HCSSF Character Died, No Salvage or Reforge bench after Respawn, Have it on other SSF Characters...

Just lost my hardcore ssf character, respawned in ssf league, have previously done 2 characters in ssf and have bench's unlocked prior

Theres no benches available, no quest from renly shows tools have already been grabbed, same with oswald no molten vault quest

Moving over items on a mule from hcssf to ssf, when I kill the mule to go from hcssf to ssf, My mules have no issue accessing the benches?

So what the heck is going on and why does this issue still persist?

Update realized I had to reclear area for renly's tools

I died at level 62 in interludes

My level 2 mules can instantly access benches when dying and switching from HCSSF to SSF
I truly think thats either a bug or unintended as my HC character that already did the quests has to redo
But the mules that have never even attempted renly's quest or even gotten to that state in the game, do not encounter this issue
