Sacred Flame Shrine Sceptre interaction with Despair / other forms of resist reduction

I have searched far and wide for a more robust explanation of how the Sacred Flame Shrine Sceptre's unique affix "Enemies in your presence resist elemental damage based on their lowest resistance", I've found a few threads that suggest certain things, but the game has enough ambiguity that I'm asking the question again.

The POE2DB page seems to suggest that the affix is really "enemies in presence elemental damage resisted by lowest elemental resistance". Which would mean that it does not set a monster's resistance to Chaos resistance if their Chaos resistance is their lowest res. I don't have a real issue with that, though I was wondering if anyone had attempted to use Despair instead to see if this is really the case.

I also did a small experiment of finding a monster with a red (negative) elemental resistance icon and moving it in and out of my presence and it does not seem that the monsters get other red resistance icons when they are in my presence, they retained the exact set of icons whether or not they were in my presence. I don't necessarily think that means the affix is broken, as it could just be evaluating at hit time if the enemy is in my presence and selecting the minimum resistance then to determine damage.

My question is whether or not the affix only considers elemental resistances in scope and if it does consider chaos resistance, does it apply other resistance reducing effects (like exposure) as affecting the value after reduction? I.e., does a 75% fire resist go to 0% (their chaos res) when in presence and does exposure apply to that number, bringing it -20%? I feel that this item would be way too powerful if that were the case, but I'd like to hear if anyone has experimented with Despair and other forms of resist reduction. Thanks everyone!
