Blind Prophet Elusive HELP

I don't seem to be getting elusive AT ALL. Like ever, now this could be me as my char has only 55% Crit chance. But I should see the Icon for elusive at least sometimes no?? Even with diamond shrine, no elusive. I think that it may be bugged and not proc/ing.
