Unique T17 Maps: Maximum Risk, Maximum Reward, No Second Chances

In Path of Exile 1, Unique Tier 17 maps should function as the definitive apex content of the endgame, explicitly designed to test complete mechanical mastery, build optimization, and player decision-making. As such, all foil items dropped within Unique T17 maps should always roll with maximum stat values and be generated with a Rinekora’s Lock already applied, permanently securing those rolls and preventing further modification. Rolled with "maximum" values on some of the holo desired uniques isn't so easily defined btw.

For the love of all gods no more shit balanced around t17. These dev's are already doing more harm than good by allowing the maps to be fully customizable (even the "16.5" ones) which creates more balancing problems than fixes.
