Latency issues on EU servers.

Been having some issues with the game for quite a while but has gotten worse lately, just now I pretty much couldn't play as the game would constantly be going from around 50-1k ping. The other issue I've had for a much longer time, but also has been more common recently, is when I try to load a new instance I either get stuck on loading forever, disconnect or load in but timed out with the ping just going up forever but not dc'ing me, so I have to just shut down the game.

It's usually instance specific, so my hideout might be fine but the map won't be. That's in the case of those crazy ping spikes anyway, the up and down ping that doesn't dc me seems to be across all instances. I don't have one from one of the massive ping spike dc's, but will try to get one when I next get that kind. I am not that experienced with all this connection stuff but I guess it does look like it's probably an issue with my ISP rather than GGG, but maybe someone more knowledgeable will be able to tell me what the issue seems to be just so I don't just get told to restart my router when I contact my ISP(especially since they apparently will have you pay a fee if it's not their fault and you waste their time).

There is no packet loss reported between your computer router - however, literally every hop after your router fails to deliver a response to every request sent to it via the WinMTR test. That could be either an issue with your ISP's network (the problem is first seen there), or with your router (it's job is to forward your traffic - we don't see an example of it doing so without issue).

Er. Have you tried restarting your router?

It is precisely the first thing I would recommend upon seeing a log such as yours.
Having spent thousands of euros on Path of Exile over the years, I will not be further supporting it financially until and unless GGG resumes offering Technical Support.

I did not do it for this exact log, but have done it many times before when I had similar issues and it didn't change a thing, most recent time I did it was a couple of days ago. I suppose I will make sure to do it next time I have these issues, it's not all the time but rather seems to be in the evening it happens.

THe other issue of infinite ping into dc/forever loading/having to restart game can happen anytime though.

I did another test just now where I have no issues in game. no packet loss here if I am reading it correctly, but still the no response from host.

This happens to me as well but from my research it is a issue of Telekom ISP. I have the same, at evenings it starts to happen however through the day, it works like a charm.
At evening, a friend that plays with me has no issues at all but he does not have telekom ISP.
Only thing that helps me, is to launch a VPN but I hate playing via VPN.
Sometimes, just launching VPN, going to some other instance and then turning off VPN helps and I can play. But the latency spikes come back in like hour or so. Its really bothersome and I havent found proper solution yet :/

I am connecting to frankfurt server. Sometimes connecting to milan helps as well but its rare.

That's fine.

Routers are for forwarding your traffic; not for receiving and responding to your traffic. Some routers will be configured not to participate in such tests. It's not a sign of a problem.

so am I right to assume that the issues is probably on my ISP's end and I should contact them with this info?
so again started having issues in the evening, I tried connecting to washington server as while it has a lot higher average ping it had performed better in the past, but it was also unstable as can be seen here.

I then tried restarting router and did another test, which actually ended up even worse for a while, although settled down at about the same as the one above. It was sitting at around 40-50% loss for about a couple of min, which did happen to coincide with me getting the infinite ping spike dc.

Tried every single server in EU, pretty much same result. Guess I will be playing extra hardmode in the phrecia event with these crazy ping spikes.
