Infinite latency as i connect to the game

Hi, I'm experiencing a problem recently where I get infinite latency whenever i connect to any character in game. Therefore i cannot perform any action except moving my character (not possible to interact with anything).
It happens consistently whenever I try to connect to a character, so I can't play the game at all.
I've tried restarting my PC, my router, clearing the cache, but nothing works.

Just so I can get better help from you : this problem seems to come from my internet box, because when I use my phone as a router, it completely disapears.
