Wont allow me to allocate skill point in passive tree weapon set I, stuck at 97/97

Wont allow me to allocate newly acquired skill point in passive tree with weapon set I. For example: it wont let me allocate ANY skill points to a mana cost efficiency node that I have the prerequisite for. I have the preceding 8% mana cost efficiency node connected to the 8% mana cost efficiency node I'd like to obtain, and it wont let me obtain it. It says "requirements are not met".

My passive tree shows that I still have 1 passive skill point remaining to be used, but it wont allow me to allocate it to any connected node. Only specific nodes.

Says I have 1 skill point remaining to use. It's the skill point I got from levelling to 75.

I cannot allocate the next mana efficiency node! It says requirements not met, and yet I have the preceding node!

This is a bug.

So, I didnt realize that the path was connected using weapon set points (in red).
