Gear Not able to be equipped and used, despite all stat criteria met

Hi there GGG,
I was checking on an old character in my standard league to get some gear from them and I noticed that I cant use my quarterstaff that I have on that class for some reason. Normally I assume it was because I had some stats missing from some gear that wasn't on it, but when I added all my old stuff back on from my stash it still told me that I cannot use the item and the stats will be ignored. So I was wondering what was going on. Was something taken out of the game related to my class, I can use other quarterstaffs so I'm not sure what about this one specifically is not letting me use it since none of the stat requirements are red like they are when you normally try to equip something you can't use. I added some screen shots so you could see what I'm using and what equipment that I have and the runes in it. If someone could help me figure out what's going on I would really appreciate it.
