The Search- Speak to someone about the weapon

My quest is bugged. I accidentally portaled out when I needed to break down the barrier. When I go back to Arastas, I can't speak to anyone to advance the quest line. I have tried manually resetting the instance, I've tried sailing there rather than taking the waypoint. Nothing is working. Please help.
