Pariah's Embrace Cloaked Mail has become unusable, despite requirements being met

Trying to equip this item, I have 25 str and 25 dex, I have tried this on 2 separate characters, both level 50+ and have the same issue on both.

Item says "You cannot use this item. Its stats will be ignored"

Both characters, same issue, other items are fine in the same slot, cant see any reason why this one fails.

Believe this has turned out to be because the person I brought it from socketed too many of the same rune.
