High Velocity Rounds not breaking armour despite using Tactician ascendancy node

High Velocity Rounds is not breaking armour when used in combination with "Eroding Chains" and "Right Where We Want Them" ascendancy passive. Shouldn't the combination of these two passives bypass the payoff modifier on HVR?
