Silver Charm's interaction with Temporal Shield Mod

The silver charm procs when entering the shield from a rare with the temporal shield modifier, but then you are slowed down anyway while the charm buff (cooldown?) icon shows up. Is the slow effect from these shields constantly re-applying? Should the charm be affected by the temporal shields at all?
