Gemling Legionaire - Gem Studded Skill Costs

Looking at the rage cost of Flame Breath of 6 rage per second. When I have blue being the most numerous... shouldn't that reduce the rage cost by 30%?

-Edit Having 10 of each color doesn't not grant all bonuses.

-Edit2 fixed it by having a second one in my weapon swap... Weird bug
