[UI Bug] Sands of Time makes skill bind inoperable

Context: Chronomancer with the Sands of Time passive allocated. Attempted action: adjust the skill binding of any active skill in the skill bind menu. Result: cannot bind any skills from the skill bind menu. The "cursor" or selected skill box automatically navigates to the top-left ("X" node) of the pop-up box containing skills every second, as the Sands of Time ability ticks. Expected behavior: ability to bind skills to particular buttons. Workaround: de-allocate the skill whenever needing to change a skillbind. Steps to replicate: 1. Assume Chronomancer with Sands of Time enabled and other active skills present. 2. Hold down the "back" button and select the bind screen option from the menu wheel. It should appear normal. 3. Hover over any currently-bound active skill. It should immediately start "jittering." 4. Navigate to any empty skill bind option. Press "A" to open the skill panel. The cursor should immediately start blinking with a "selected" noise. Attempt to navigate away from the red "X" in the top-left corner of the skill menu. 5. Attempt to bind a skill.
