This drop rate is insanely bad. The new mechanic sucks and the drop rates are even worse.

Probably talking about PoE2 as they have no progress on Keepers and there shouldn't be an expectation to find many Exalts in PoE1 (unless very delusional)
Can't really understand the issue here. On my first campaign run I found ~40 exalts? I have the pilfering ring on I need to check. Either way, I don't think it's the game's fault you are not finding success The opposite of knowledge is not illiteracy, but the illusion of knowledge.

You're doing something wrong if you have only found 4 exalts by act 3 and/or lying. I literally had 2 divs drop in the same instance in act4.
