+1 to monster level of area and irradiated tablet not working

Can someone explain why this zone is only level 81? I have a corrupted zone with +1 to monster area and no map boss. I have a lvl 16 waystone and an irradiated tablet. Is it possible to get lvl 82 zone?

Once you go in it should show its a lvl 82 area.
