Herald of Thunder "item cannot be used"

I use a bow and have the following skills:
Lightning arrow
lightning rod
escape shot
stormcaller arrow
***Herald of THunder
wind dancer
barrage

Herald of thunder was working fine until i swapped sills to cold skills to defeat jamanra, cuz he has lightning resists and i was havving a hard time with him.

After killing him I switched back to original skills which are all on the list BUT, now Herald of Thunder says "Item can not be used: Not usable with current weapon set settings"????

I changed NOTHING except the skills and THEN changed them back to what they were before the Jamanra fight???

What am I missing??
