spirit abilities and reserve werewolf form

i have wolf pack ability with 60 spirit reserve, before i equipped this one i had savage fury ability on, so i took it out and put wolf pack, but now wolf pack ability is greyed out and even with 60 spirit on reserve i cant use it, saw in C section for character profile and i truly have 60 spirit,
all abvilities i have:
-sherd
-freezing shards
-cross slash
-lunar assault
-pounce
- wolf pack
-artic howl
-thunderstorm

Wolf pack only activates if you're in wolf form. Is it still inactive while you are transformed?
