Scammers, what can be done?

Scamming carries (or carriers scamming carries) has become commonplace in Path of Exile, largely because players know GGG takes no action against it.Is there any way to deter this behavior? For example, if video evidence is provided of scamming, will GGG take action? It feels like in-game reports are too easily overlooked or ignored.This doesn't align with the community GGG aims to foster. While punishing predatory players wastes admin/developer time, doing nothing will only make the problem snowball.I'm fine with any of these solutions:
1. Remove carry services entirely (unrealistic, but it would create a level playing field—net positive in my view). 2. Implement and enforce clear rules for group content, carries, and carriers, with appropriate punishments. 3. Add a mechanical "if/then" trade system for services (these are common anyway, and often worth the time/money saved for everyone involved, especially on alt/specialized characters). Wraeclast is a cutthroat, volatile trade/PvP experience where scamming could feel immersive (e.g., role-playing as a dirty thief). That said, what evidence would allow GGG to punish scammers? For instance, chat confirmation of price/service/victory conditions + video proof, or mass reports? Or is this behavior simply unpolicable/empowered by design?Finally, what can carries/carriers do to protect themselves in these trades and generate actionable evidence against scammers?
