Give me rules for the Temple

Imagine playing a game of Carcassonne.
But every single time you draw a piece a drunk hobo makes up new, random rules on where you can actually place it and which landscapes can connect with one another. And every time you finish a city the hobo swipes across the table, removing half of your placed pieces. But sometimes the hobo gives you an extra piece to place if you please him by accidentally drawing a funny pattern. That is how it feels building the temple. Give me consistent and intuitive rules by which to play. I don't feel like I can make meaningful progress because I have no agency or know what I'm even doing. Rooms can only connect to rooms that upgrade them. Paths can only connect to paths
