Align Fate Bug

Align Fate is not showing up in the supportable skills (as in, at all - not even greyed out) when I am trying to find appropriate support gems. It has a recommended page, but, even there when you hover over a support, align fate does not show up in the list of supportable skills. It's just absent entirely.

Also, align fate says that the quality of the skill can be improved, but I cannot find any way to improve the quality. The tooltip says you can improve the cooldown by improving quality, but how do we do it?
