Citadels not appearing on Atlas since before the third league

My frustration with citadels not appearing in the last two leagues is getting ridiculous!!! Has anyone else dealing with this issue. It’s bad enough that I have to spend currency on items that should drop more frequently than it does. Now I have to do this with fragments now because I can’t earn them the normal way. I’m getting so tired of it! I enjoy the game a lot but the fact that items barely drop is crazy. I’ve played every league and had one fight with The Arbiter. This is flawed game design or the developers aren’t doing what they should be doing to fix this BS. Please fix this nonsense.

How far in a line away from the start point of the atlas are you? There is a certain distance away that needs to be reached for citadels to spawn, if you don't explore outwards enough you won't find any. I needed to go 3 full "screens" away at max zoom on the atlas to see the first citadel beams.

If this is the way GGG has them setup than it's dumb! If a player gets to tier 15 maps they should start appearing no matter how far from the start point you get. This is an oversight on their part. Before they changed the tower system they would appear all over. SMH
