Self sacrificing only giving 20% reservation efficiency intended?

This is probably intended so it is probably a waste to post this, but I guess since the self sacrificing notable states that skills have a 20% reduced spirit efficiency and that minion skills have a 40% increased spirit efficiency the minion skill are actually only getting 20% efficiency. is it supposed to be all non-minion skills have reduced efficiency and minion skills are actually supposed to get 40% or is it working as intended.
