Tablet Mod Bug - Additional Azmeri Spirit/Wisp

I've tested 10 maps using tablets with the Additional Azmeri Spirits mods, and they are bugged and not adding the guaranteed number of azmeri spirits they're supposed to. They're adding far less than the guaranteed number of wisps.

Here's my setup I tested with:
3 tablets, overseer+delirium+irradiated precursor
The overseer tablet had 2 additional azmeri spirits in areas with empowered bosses. The irradiated and delirium tablets each had 1 Additional Azmeri Spirit mod, as well as Increased Chance for Azmeri Spirits. I had the boss Atlas passive for 1 additional azmeri spirit in area with empowered boss. I had all the Azmeri Spirit Atlas Passives and the increased chance for Yellow wisps. I tested 3 maps with the Atlas keystone for MORE chance for Random Extra Content, and 7 without that keystone. Either way, the number of guaranteed wisps in the map was significantly higher than the number of wisps there actually were in the map

1 map I went into (Slick) had the following waystone mods after entering.
5 Additional Azmeri Spirits
3 Additional Azmeri Spirits in Area With Empowered Map Boss
505% Increased Chance for Azmeri Spirit

So there were supposed to be 8 guaranteed Azmeri Spirits, and a high chance for more. There were only 3 Azmeri Spirits in the entire map, I explored the entire map and the Azmeri Spirit objective marker was checked off for the map.

All the maps I tested were like that, I never saw more than 5 wisps in a map, even though they were all supposed to have a guaranteed at least 7, with a high chance for more wisps than that.
