Chaos ignite not triggering Dark Effigy

Dark Effigy should trigger a Vile Effusion projectile for every chaos damage over time debuff on the target.
Using the Blackflame Covenant Keystone, ignite damage becomes chaos instead of fire, which makes ignite a damage over time debuff that deals chaos damage. Thus it should trigger a Viel Effusion projectile, but it currently doesnt.
