New Scaling Modifier Idea

I would like to suggest a new damage scaling modifier concept.

The more an enemy has it's movement speed and action speed reduced, the more damage is dealt to it. So things like grasping vines, hinder and chill result in more damage dealt to the enemy.

Maybe you would need some sort of downside like cannot freeze.

This already exists from different sources but as a slow specific mod rather than a generic slows mod.
