Thawing charm shows 0/0 and will not activate

Any other charm works and if it runs out of charges it says 0/1, but any thawing charms i equip say 0/0 and when i hit a well or checkpoint it still says 0/0. hovering the charm it says charges = 40, uses 40/40 charges but still says 0/0.

Check your belt, do you have any source of "X% increased Charm Charges used"?
