Lightning Rod issue or more clarification in description?

Twin Bow Surpassing Chance to fire an additional arrow does not work on Lightning rod. I still have to use multishot in order to have additional arrows on my lightning rod. It only works on Lighting arrow. Is this intended or is it a bug?

Also cannot portal when riding rhoa. Still have to roll out then portal =_=

can confirm, I have 100% surpass chance and still only 1 lightning rod... this is a massive nerf if intended but it was not mentioned anywhere before so I assume this is a bug
