Eagon does not spawn in maps

Eagon hasn't spawned from mid 97's to level 99, while leveling not being the main focus.

I have been running normal quality, open area maps and all blockable content is blocked per suggestions online. Atlas nodes for memory tear chance is specced. This is somewhat blocking me from reaching 40/40 on my own.

I don't remember if I had scarabs on his map device, it's no longer accessible.
