Overwhelming Presence doesn't affect energy gain for Fire Spell on Hit

Overwhelming Presence states that it lower enemy Ailment Threshold


Fire Spell on Hit from Smith of Kitava states that it gain 3 energy, modified by the percentage of the enemy's Ailment Threshold the Hit will deal.

So i should get more energy per hit, because hit does more percentage of the enemy's Ailment Threshold. But it doesn't, either with or without Overwhelming Presence i get same amount of energy on same target.

Sure hit damage has range, so i did multiple hits to get lowest amount of energy per hit, and yet lowest energy per hit was same with and without Overwhelming Presence, in my example lowest amount of energy i got per hit was 19% in both cases.
