So few cold bow skills

You keeping add fire bow and lightning bow skills while cold bow skill only has
just 1.

You could really add more for players who like to shoot ice arrow then.

It is quite interesting that we still only have Ice Shot, even with the transfigured and trarthan skills being released when they could have easily thrown a transfigured cold skill in there...

Meanwhile both lightning and fire have two "normal" bow skills each (galvanic/lightning + burning/exploding), PLUS rain skills and ballista skills.

Chaos has more options. Physical has more options

Same reason there is an absolutely massive desparity in colors of transfigured gems from red/green/blue

People at GGG probably just have their bias and it bleeds out into these kinds of decisions.

Also if they're not passionate about it to begin with it will just be garbage launched anyways.

If they do make good gems and people overwhelmingly use it, it will just be nerfed anyways. VFOS
