Low life question

There is a graft skill called Tender Embrace (While you are on low life, this graft will periodically apply buff to you which grants life recovery rate, as well as endurance charge). With Coward's Legacy chain belt it doesn't apply buffs every second

Can confirm this combo does not work like you would expect. Not sure if this is intentional
