Impaling Uulgraft's Violent Desire skill is giving Impale Chance instead of Impale Effect

When the skill from Violent Desire is active, my Impale Chance goes up from 102% to 124%. It is a bit hard to test, but I suspect my actual Impale Effect doesn't change. The skill suggests that it is supposed to give 22% Impale Effect while it is active.
