Living Lightning + Tempest Shield doesn't work together

I placed Living Lightning Support onto my Tempest Shield, this support symbol (blue ?) appear on Tempest Shield icon, but hits, when Tempest Shield blocks - do not spawn Living Lightning Minion

It works, I tested it today in Phrecia 2.0. When you block you fire an arc of lightning that can summon it. Increasing the chain count you get more chance to summon it. I'm using Tempest Shield + Chain Support + Living Lightning so it procs shock on enemies and activates my Herald of Thunder wich kill things.
