Tul of the Blizzard - not ignoring resistances

In 3.26 I was running exsanguinate with Doryani on merc and the difference was huge. This league I thought I'd feel the same with I used Tul of the Blizzard but clearly I am not. I can tell the resistance is there.

I made an attempt to show this on The Shaper, the attempt might not be the best. But I think you can tell the DPS is very similar.

Considering Shaper is supposed to have 50% resistance and I don't have any other elemental pen, the showcase should show a significant difference in DPS.

Your gloves apply Cold Exposure on hit, for -35% cold res (11 from gloves, 12 from first wand, 12 from second wand), and the Heart of Ice passive gives you 6% cold pen.

If you were running the same test as OP, you'd be going from the boss having effectively 9% resistance, to effectively having 0% resistance (penetration has no benefit when ignoring resists). A 10% difference isn't much.

Since you only have 2 Foulborn Unique items equipped (jewels are not equipped), you aren't getting the +2 to the level of Cold skill gems, either.
I wish GGG would reply and also give us some sort of combat log so that we could verify these things ourselves in a more scientific manner.
