US West Servers between 6-9 PST are unplayable

Every single night, about 6 pm to 9 pm PST the game just becomes unplayable. Every 2 to 3 seconds I will spike from 21 ms to 400 ms and back. It started about 1 week into the league and every day since it has gotten worse. What can I do to figure out if it is on my end or not.
