Performance Issues

I'm having performance issues, have been for a while, both in Windows 10 and Linux CachyOS.

I've tried using DirectX11, DirectX12 and Vulkan. Vulkan seems more stable, DirectX11 hits higher FPS but drops the lowest, and 12 is mediocre in general.

I've tried dropping all the settings to the lowest available to my system, it doesn't really improve performance. Neither do the different modes of NVidia DLSS or anything of the sort.

I'm running an Intel i5-12600k, NVidia RTX 3060 TI, a Western Digital NvMe for both the OS and the game, 32 gigs of DDR5 Ram at 4800 MHZ.

The game, when it works fine (and I can't tell you why it does sometimes and why it doesn't other times), holds at about 80 to 90 fps when nothing is going on. It can also drop to 30fps when too many mobs or things are going on in the screen at once (and I'm not talking maps, I'm talking early game with abyss league, or just a giant group of rare mobs).

This happened both in Path of Exile 1 and 2, btw.

Differences I've spotted: DirectX11 stutters like crazy, Vulkan is the most stable, but this happens in all 3 types of rendering.

My PC is like mid tier, but it should be able to play PoE with stable FPS in the lowest settings just fine. It used to handle PoE 1 just fine too.
